Plan Checkers — AI Building Plan Review for Counties and Municipalities

Plan Checkers is an AI-powered building plan pre-qualification platform for county and municipal governments. Builders and engineers upload construction plan PDFs and the platform runs an automated compliance review against the county's own checklist, returning a per-item report typically in under ten minutes. Reviewers keep full authority to override any AI verdict; the tool exists to focus their attention on the items most likely to need it, not to replace human review.

Who is it for?

County and municipal planning, community-development, and building departments — and the site engineers, architects, and commercial developers whose plans they review. The platform is currently live in Forsyth County, Georgia and in outreach to additional counties across metro Atlanta.

How it works

  1. Upload: a builder or engineer uploads a construction plan PDF to their county's Plan Checkers tenant.
  2. AI review: the platform runs a multi-pass AI pipeline — text extraction with vision-based OCR supplement for scanned or image-embedded content, followed by AI text and vision analysis against every checklist item using Anthropic Claude Sonnet on AWS Bedrock.
  3. Report: a per-item report is returned with pass, partial, or fail verdicts. Each verdict cites the evidence and page reference so the county reviewer can verify.
  4. Reviewer override: county reviewers can override any AI verdict; every override is captured in a version-controlled changelog.

What makes it different

  • Built for counties, not adapted from generic plan software. The checklist model, verdict semantics, and reviewer overrides were designed with the county reviewer's daily workflow in mind.
  • County-authored checklists. Each county owns its own checklist. County staff can edit prompts, keyword variants, and strictness (verbatim-match vs. equivalent phrasing) directly, with a full audit trail.
  • Handles real plan sets. Scanned PDFs, image-embedded project descriptions, and CAD-rendered elevations are OCR'd via vision-supplement so text-based checks find content that plain PDF text extraction would miss.
  • Per-county branding. Each county can upload its own logo, set brand colors, and customize report branding so the builder-facing product feels like theirs.

Trust and security

Hosted on Amazon Web Services (US regions). AWS GovCloud deployment is available for tenants that require it. Each county's submissions and checklist live in an isolated multi-tenant scope; per-county user pools via Amazon Cognito.
